Islam emphatically enjoins upon Muslims to obey those who, from among them, are at the helm of state affairs. Since Muslim rulers are obliged to institute religious directives in the society, to listen to and obey them is an offshoot of obedience to Allah and the Holy Prophet (sws). Moreover, Islam is altogether averse to disorder and anarchy, and wants its adherents never to part with the collectivity of the Muslims. However, obedience to rulers is not unconditional; it is rather qualified with certain conditions.
